Blog Topic 14: To what extent does the governor interact with your cp? Does he/she have authority to make an impact on your CP's operations?
The governor has no direct communication with my CP. The only interaction would be is that the Governor would sign all state documents regarding the school and the after school program.
Yes the Governor could choose to change regualtions regarding school, however the voters decided to fund the program. The Governor could make changes for my CP.

Blog Topic 13: Is your CP constitutionally mandated? Does it seek any kind of protection relating to its existence/scope, or any guarantee relating to its interests under state constitution?
My CP is mandated by the city of San Bruno. A set of laws and regulations must be followed. For example when I wanted to ask parents surveys about attendance, my CP had to write a letter to the parents to inform them of my research paper and why they would be asked to take a quick survey.
It is protected by the law, as long as my CP follows the rules and regulations she is protected under the city and state constitutions. MY CP does not seek any protection, this is after school program that is run by the city of San Bruno.

Blog Topic 12: Does your CP have authority to raise funds through taxation? If so, what factors or processes are involved. Discuss the ways in which your CP is associated with taxing, spending, or both.
No my CP does not have the authority to raise funds through taxation. The ASES program is funded by the state government through a school grant. Within various types of grants, my CP is allowed to manage the spending. The ASES program is funded by the government. The hours for this program is always after school until 6 pm. If a parent is late to pick up their child, each minute late the parent must may a dollar a minute. That is the only way my CP would return or add more money back into the program. My CP is not associated with taxing, as long as she does her job in terms of making sure attendance and other criteria is met, the funding for program will not be in jeopardy. The grant gives the school a budget to spend on teachers who run the program and on games, snacks, and other class room needs.

Blog Topic # 11: Does your CP rely on money or services provided by any public entity? Are the money and services provided in a consistent and reliable manner or is the CP subject to periodic application, approval, re-application, etc? How does this consistency, or lack thereof, affect your CP's operations? Do other people or organizations rely on your CP to provide funding?
Does your CP rely on money or services provided by any public entity?
Yes, my CP relies on the state government to fund the ASES program. The people of California approve this program to schools that meet certain requirements, and the money is provided as a school grant. The San Bruno city is servicing the school to maintain the eligibility of the program.
Are the money and services provided in a consistent and reliable manner or is the CP subject to periodic application, approval, re-application, etc?
The grant renewal for the ASES program is every three years. At the end of the third year my CP has to fill out a form and include many data about the attendees of the program and their progress. For example, if there is low attendance of students then the grant will not be re-approved. It is very important to make sure all the students attend. Students get three misses and the fourth miss will result being kicked out of the program to not ruin the fate of the other children who attend. Attendance is always maintained and sent to officials twice a month. If children are picked up past 6 pm the parents pay a dollar to every minute late. The late fees are then used to fund the ASES program.
How does this consistency, or lack thereof, affect your CP's operations?
As long as everything is consistent then the CP doesn't have to worry, however lack of consistency will result in the riddance of the program. There would be no after school program for the children and therefore my CP's reputation will not be likely well. The school still runs in good shape, but not the program.

My CP does not provide funding, so no one relies on my CP. However if my CP fails to have another grant in three years my CP could cost some of the teachers at the program their jobs.

Blog Topic Ten: Blog about your participation in Call to Action Day. In what ways did the activity reflect one of the themes of we have explored this semester? In what ways did it reflect the hallmarks of the Sisters of Notre Dame?
I wasn't able to sign up for Call of Action Day because of my work. I was working on that day and didn't have the time to attend an activity. I felt really bad because this would be the first Call to Action Day that I would miss. So I created my own activity to participate in.
At the elementary school where I am currently am volunteering, my CP mentioned that every Wednesday there is a small seminar to third graders and fourth graders about how to code. This is my specialty and degree, so I decided to come in on Wednesday March 25. It was a fun experience because I got to teach some basic code, something I love to do. The teachers had simple handouts and I just went around the classroom and offered advice to struggling children who did not understand. I was happy because when I first started to code it was very hard. It takes time and practice, it is basically learning a new language. I am very happy that teachers are having seminars about code. In my school years I wish I had a little understanding of code and other education options.
This activity reflects the subsidiarity theme because it is way to spread goodwill to all humans. I gave back to my community by attending their seminar and doing it with the students. I am not doing this for charity, I am committing to this activity and showing the students that code is fun. I even worked on the handouts the children were using.
This activity reflected the seventh hallmark, which is "We develop holistic learning communities which educate for life". This hallmark reflects how this elementary school is educating children information that is needed for life. Technology is surrounding us, an its very important to be educated on how technology is formed.

Blog Topic 8: Does your CP ever have recourse to judicial processes as a way of resolving problems or does your CP's work involve the prison system in any way? Describe an example.
My CP does not involve the prison system or has recourse with any judicial processes. My CP works with the school district and the city regarding these matters. However my CP deals with children. One example might be the recent budget cuts for the following year.
During my volunteering times teachers after school were giving out flyers to protest and that same day teachers did not give students homework as a protest. Also, students were making posters stating "Haircuts not paycuts". Judicial processes would be seen as the members of the school district voting for the school budget cuts.

Blog Topic 9: How does your CP interface with local government units? Are there any leaders in particular who've had a key impact on the success or development of your CP?
My CP is the principal of the elementary school. School districts are a type of local government used for a single purpose. The school board is the holder of power and authority of the school district. The school board creates the policies for the district, and the schools in that district must follow the policies.
The principals, in this case my CP, must implement and is responsible that the policies are being placed and followed. The leader or chief of the district is the Superintendent. My CP attends school board meetings and tries to make sure that her school receives the funding and support it needs to benefit teachers and students. One very good recent example that my CP told me about was the latest meeting where the Superintendent of the San Bruno school district decided to give teachers a 20% pay cut. This is a big loss for teachers especially since getting a raise not too long ago. The meeting and decision took place at Allen School. I wish I attended but this happened about two weeks before I knew that I will volunteer for the ASES program.
My CP must have great relationships with the school board. The school district is a great impact on the development and success for the school. When parents see that the school is getting better test results it makes my CP take a proud stance on the work she had done with the school board to provide funding for supporting the students' education. There is not one particular leader, becuase the school board is designed of many members who vote on policies regarding the school distirct and individual schhols.
Another local government is the City of San Bruno. The people of the city of San Bruno helped fund the ASES program through voting. The City of San Bruno plays a big role in how the district recieves its funding and how some policies should take effect.

Blog Topic Question 7: Has your CP sought or encouraged any legislative changes? What process does it use and what challenges has it encountered in doing so?
My CP encouraged legislative changes about meal plans and more student programs, however my CP did not give me enough information on her encouragement but more on the process. Legislative changes for the school could be made through the the California government as a federal law and changes could be made internally by the school district. Decision making system of the San Bruno Park School District is done by 5 members of the Governing Board. These five members are always elected by the people. This board meets twice a month to speak about local changes within the school. However, the ACES program that I will volunteer for at Allen Elementary School was legislated by a different form of board. This is from the Department of Education (California).
ACES Program is the result of the 2002 voter-approved initiative, Proposition 49. This proposition amended the Education Department to expand the program to schools that have a demographic population of non English speakers and at schools where parent incomes are low. One of the main ways legislative board keeps this programing running strongly by making sure all approved schools maintain record keeping of student progress and maintain existing funding of before and after school programs. Just to fund this program alone costs about 550 million dollars.
The biggest challenge is to maintain and follow all regulations in order for the school to receive the grant to run the program. My CP must submit annual outcome data and every three years a report has to be turned in by my CP regarding evaluations, attendance, and performance by each student to just renew the program funding for the school.

Blog Topic #5: Does your CP get caught in conflict relating to its local and state relationships?
Yes my CP does get caught in conflict relating to its local and state relationships. For example Mrs.Cosgriff is responsible to maintain great relationship with the school district and the city council. Mrs. Cosgriff must ensure all paper work regarding the ACES program is kept under record. She must provide the students progress each year, if not the school could lose their grant for this program. Allen school is a title one school, which means that 60% percent of the students are enrolled on free or reduced lunch. Also, 60% percent of the students have parents who are low income earners.
I will oversee a little bit of the paper work Mrs. Cosgriff is preparing to reapply for the school grant. In order to avoid conflict, Mrs. Cosgriff must make sure the report is finished by the end of the year. Another CP would be the school district. The district gets caught in conflict with the state if certain criteria is not met for the ACES program.
This program is funded by the the state. The grant was created by a California State ballot three years ago. People voted to ensure that programs like ACES are in schools to help students enrich their academics. My CP has to make sure that students are benefiting and progressing in this program in order to avoid conflict from the local and everyone in the state who are paying for this grant through taxes. (P.S. My CP will send me an email of the contract betweent the state and the school regrading the program later on this month).

Blog Question: Does your CP participate in political campaigns or take public stands on campaigns or candidates? Why or why not?
--------------------------------------------------------------------------------------------------------------------------
*Before I answer the blog question I would like to give an update on my CP project.I was exchanging emails with the librarian about volunteering at the library, but she never responded back to my emails for about 6 days. I assumed it was over because she did not want to work with my hectic schedule. So I had to turn to plan b. I contacted Allen Elementary School and emailed the principal, Kit Cosgriff. Within a day I got an email response back saying she would be delighted to help. That same day the library worker contacted me and asked me to come in next Tuesday 2/2/15 to take a fingerprinting test and talk about scheduling. So I still did not get the library volunteer opportunity yet. Next Tuesday I am going to meet the librarian and the principal, at different times of course, and make my decision that will best fit my schedule. So this feels very crazy, but it is very interesting because two similar but different places have unique relationships with citizens different perspectives on federal/state policies. I can't wait until Tuesday!

Ok, I made my decision!! I will volunteer at Allen Elementary School in San Bruno. This school offers an academic enrichment program called ASES(After School Education & Safety Program). My Community partner is the school district and the city council. The person that will guide me through this opportunity is Kit Cosgriff, the principal of Allen school. My volunteer hours will come in the week of March 9-13. More details to come. Quick info on what ASES means.
--------------------------------------------------------------------------------------------------------------------------
Alright time to answer the blog questions. First off my CP, Mrs. Cosgriff, takes a stand on campaigns and candidates because she is an adult who would like to see more grants be given out to schools. It is a big responsibilty to ensure that the city council and the school district take a public stand that benefit the students.

Extra Blog Post: Catholic Social Teachings
Extra Blog Post: According to Catholic Social Teachings, why must people participate in societies?
*
This is a separate reading handout, on the handout there are notes written down by myself and there are some notes that I took from the class on 1/29/2015.
*
There are many reasons why people must participate in government, Catholics argue that humans are the children of God and we must stand for human life. Doesn't matter if a human is a criminal, all humans must make sure they respect others just as God respects them as his children. This reason alone can turn many people away from Catholic teaching, since not everyone has the same religious beliefs. However, there were a few points that stood out for me.
The first point is that a democracy contains rights and responsibilities for humans. In order to have a democratic government, humans have the responsibility to control their rights. This is very important because if humans can't vote on have a say about issues such as race then there will be oppression within the government.
The second point is that Catholic teachings require solidarity to make sure humans participate. The reading argues that people are interdependent on social life, humans need social interactions to make them better people and to fit into the larger society. I agree with this statement because life is a circle. From the day we are born, we are truly dependent on others to grow. As we middle age we become independent, but as an elder being we need to be dependent again. This concept is very important to understand because many people figure this out until its too late. For example, capitalist companies and their CEOs have only there best interest at charge, however the consumers are making their pocket grow. No one is ever in isolation. Society is very connected to our human nature dating back to history where people traveled in packs.
Participating in government today is a must because humans need to be selfless. We need to make a world with better human rights. Small governments must take place in order for more people to get involved without a huge central government to take over. A society is built on our social interactions, not our isolation.

Blog Topic #3: What is the relationship between the citizens and your CP? On what level do they interact? How can citizen participation affect your CP?
Before getting into the blog topic, I just want to give my readers a quick update on my communication with my CP. So I went online and found an email that answers questions about the volunteering process. The next day a site manager named Stephanie Lum emailed me back asking me about my availability and the required training I had to finish before I could volunteer. As I am writing this blog post, I received another email from her about scheduling. Hopefully it all works out, because this volunteer experience is something I want to do.
This is Stephanie Lum's email(<lums@plsinfo.org>).
The relationship between my CP and the people of the community must be strong. My CP is responsible to ensure a safe environment for children, so my CP must be friendly, responsible, and respectful towards the parents. My CP must have a trusting relationship, because if the trust is lost the people will not place their children in this program. The most important relationship is the kids and my CP. She is the one ensuring they are satisfied.
My CP has a great level of interaction. This program is the center of helping kids and everything about this program involves volunteers to be hands on. My CP must be interacting with the children and the San Bruno county council. There must be great communication between the council and the CP. If the parents are not satisfied with the homework center or the people of the city believe that the money spent on the program is not worth, then citizen participation is a huge affect on my CP and the program. At elections, budget cuts could affect the homework center hours, which would allow students less time. Citizen participation created this program and it could be destroyed with the participation too.

Blog Topic One: In what sense did your CP arise from a local need or perspective? Is your CP constrained or otherwise affected by Federal policies? To whom is your CP accountable?
Hello, my name is Jenevieve Rantisi. This blog is about my Community Engagement Partner and my experience as a volunteer.
I have decided to contact my local library (San Bruno Library Website) because I am a commuter and the library is very close to my home. Before answering the first blog topic, I would like to briefly discuss the volunteer opportunity. This library offers a program called Homework Center and it is open to all kids in the communtiy who don't have a quiet enviroment to study, kids who need tutoring, and kids that don't speak english as a first language. I would love to give back to my community by helping these kids after school.
This CP arises from a local need, which is all children have an equal opportunity to academically grow. San Bruno is a diverse population, but there are a lot of kids who speak english as a second language and those students don't have support at home to understand their homework. In a sense this homework center is provided to have extra support for all children to come into the library and have time to academically work on their reading, writing, and math skills. My CP is a site manager and from a manager perspective, she has the responsibility to ensure that these children are given a chance and to be inspired to be academically great.
I would assume that my CP is constrained and affected by Federal policies. For instance, my CP has to offer training and this training is required by the state. Federal polices are only affecting my CP when there is a budget cut, becuase that could affect the whole program and what it could offer the children who use this program. My CP is accountable to the county on San Mateo and the city of San Bruno. She is accountable to make sure she follows all regulatory rules and ensures the benefit of the program provided.
